Commander! is a Force Commander's tool. Admirals and Generals receive information, process it, and then give orders to subordinates. If a hostile group of aircraft is inbound, the force commander may issue an order such as "AW this is AB, take bogey 214". In this case AB (Battle Group Commander) is telling AW (Air-Warfare Commander) to shoot down contact id 214 which is an enemy aircraft with whatever weapons will bear. AW may be a Force Commander, or a ship's captain - but AW controls all Anti-Air warfare assets. Commanders receive information from all platforms in their group which is consolidated on one display which makes battle management easier.
